Unfortunately there is only an 8% chance of finding Vulpix there. Just keep trying, you'll get it eventually.

Leafgreen, Firered, Ruby, Emerald, and Sapphire are only usable when you go to the Pokemon Pal Parks. Older versions like red, blue, yellow, silver, crystal, and gold are not compatible.
