An actual camera- a tad outta focus
Even using a low speed Black and White film like 100 (instead of the more popular 800)
As for the color slash, try taking a low speed color film, with the camera a bit outta focus on the color you want.
Get them both developed, then rip the colored picture, overlay it, then bring it and get it scanned and reprinted.
I know it's a lot of stops, but it's what us people did before the photoshops and fancy graphics. Lol!

They've just taken a picture, and added some text in a fancy font.
It's quite simple - I doubt you'd need PS. Download some fonts off some sites and you're good to go. I bet you could do that in MS Paint!
(I hope the link was supposed to show a pic of a girl and Mrs Toxic written there?)

You'd need a software called Adobe Photoshop. Or simply try the freeware version of it - GIMP

I think it's a 35mm film camera using infra-red / B/W A little over exposed prolly a slow shutter speed. I think would give you a similar effect. The red and the lettering would have to be done in P.S.

All it is...is a picture of a girl and it has been blurred and added a border and also some font.
It can be done easily in Paint Shop Pro.

You need adobe photoshop for those.. sorry to say.
That is photoshop work in the picture itself.

photoshop ELEMENTS is only 99 dollars. Corel paint wouild let you do that too.
