Your list is way too long. In a reef tank that size you should only have 3-4 small fish. If you have a closed top try looking at Gobies most of them stay relatively small. Blennies are another god choice do to their small size. I just set up a 34 gal reef tank and we are going to have a scooter blenny, 2 clowns, and a watchmen goby. An anemone is great for the clown fishif yuo have enough light. In a 30 gal you will probably need between 200-250watts. That will help with the frogspawn as well. If you are just starting the tank I would start with live sand & live rock and let the tank cycle for a couple of weeks. Sometimes you can get startup water from a local small not cahin pet/fish store and your cycle time will be greatly reduced. After your tank has completed the cycle start slowly with the polyps, try green star or some zoos (save the expensive rare zoos for later) and maybe some xenia. If those survive for a few weeks to a month add one fish. Yu need to add your fish slowly as to avoid crashing the tank. Add the clownsand anemone last as they are super sensitive. Try the following websites for guidance. www.nano-reef.com and www.reefcentral.com they are all helpful to newbies to the reef hobby. Nano-reef is my personal favorite and the biggest suggestion I can give is read a lot before you start buying. This is an expensive hobby and you don't want to crash your tank by going too fast.

You got way to many fish for a tank that size, in time your tank will be so contaminated that nothing will live. Get rid of the hippo tang, the foxface, and the yellow tang. The dragonet will most likely die due to malnutrition in a tank that small, since they eat small parasites from the rock only.

That's a lot of fish for a small tank. Remember, you have a reef tank for the invertebrates and not so much the fish. I wouldn't add anymore. Remember, the smaller the tank, the less room there is for error.
Remember, if you get a disease in a reef tank, it's pretty difficult-if not impossible in some cases-- to treat it.
When did you set up? Have you cycled the tank with live rock? What's your water quality like? You didn't just put all this stuff in right away, right??? More details needed...

dont try keeping yellow and hippo tank in 30 gallon i made the same mistake and they were constantly fighting over the territory they should be kept in tanks at least 55 gallons and instead of green dragonet try somekind of other fish dragonets are hardy to feed and really slow moving
for 30 gallons clownfish and goyal gramma will be ok tyr a corla banded shrimp i just got one they really cool but they are agressive toward the same speciess so you can keep only one per tank

I think you should talk to the employees at the pet store. They are usually pretty knowledgeable about these things and they'll be able to lead you in the right direction.
