The "ribs" make it stronger. A garbage can is made out of sheet metal, which really isn't very strong. Once you put the rib's on the side, its strength increases a substantial amount.
Its an easy inexpensive way to make a strong product using the least amount of materials as possible.

It is about making the strongest can with the least materials. The metal is actually quite thin, but by ribbing it, they give it additional structural integrity, like the triangle shaped beams on a bridge.

The ribbing is for stregnth it makes the can rigid and less likely to dent. Just think about a piece of paper when its not bent it flexes easily fold it like you are making a fan (fold in the ribbing) and the paper is much more rigid.

Actually, the most common can, the beverage can, does not have ribbed sides. If you are referring to a coffee or peanut can, those are ribbed to prevent a chemical reaction called reverse galvanization.

Because the more you bend sheet metal the stronger it gets.
The ribbed sides give it greater strength then straight sheet steel.
