It depends. If the hitter is the winning run he has to touch all the bases in order for the run to count. If the winning run is a runner then the runner needs to cross home plate and the batter needs to at least touch first base before he celebrates. Truthfully, the batter will probably touch all bases so that there won't be any issues. MLB could probably make the teams keep playing if the batter was the winning run and started to celebrate before touching home plate. If he leaves the playing field the opposing team needs to touch home plate with the ball and the home run would negated and play would continue. I don't know if this has ever happened though.
