Yes and no, he treats Shylock with respect up until the end, and then wanders into classic antisemitism. In many ways Shylock was within his rights and following the law, but his demand for a pound of flesh was out of line. I believe Shakesphere was trying to set up an interesting moral dilemma for discussion and succeeded very well.
