The low temperature of a day normally occurs near or just after sunrise.

Temperature is a balancing act that is dependent on how much energy is being received from the sun and how much is being lost to space in the form of infrared radiation. When the suns energy being received exceeds the energy being lost, the temperature warms. If the sun has set, or clouds are blocking and reflecting energy, and the energy being lost is greater, the temperature will cool. Heat is a form of energy and temperature is nothing more than a measurement of average molecular energy.

Air will continue to cool under clear skies and light winds until the amount of energy being lost to space is equaled or exceeded by the receipt of energy from the sun the next morning. The time that the lost equals received is just after sun rise when the sun gets high enough in the sky to exceed the energy being lost and in the evening just a little before sunset but depends on the amount of clouds.

The coldest temperatures of the night typically occur after midnight, which of course means the next day. Also, Since the sun doesn't rise until ~6am, the atmosphere isn't going to warm until that energy hits the earth. And like anything else, it takes time for the earth to warm.... it is a pretty big ball of mass.

Throughout the world,all the observatories take the weather observations every three hours starting from 00 GMT.Thus , eight observations are taken in a day at the same time throught the world..So these are the standard timings for the weather observations.
Usually the minimum temperature in a place is recorded at the time of sunrise and it is reported in the next standard time of observation.In India it is reported at 0830 hours local time which corresponds to the standard time observation at 0300 GMT. So the period from 0300 GMT of yesterday to the 0300 GMT of today is taken as one day and the minimum temperature recorded within this period is reported at 0300 GMT of today.So if any other minimum temperature is recorded today, after this 0300 GMT observation, it will be reported only tomorrow at 0300 GMT along with the minimum temperature recorded at early morning tomorrow.Similarly the minimum temperature is reported in the immediate standard observation time after the sunrise in all the countries.
Likewise,the maximum temperature is reported in India at 1730 hours local time which corresponds to 1200 Hours GMT.The maximum temperature recorded between 1200 hours GMT of yesterday and 1200 hours GMT of today is taken one day and accordingly it is reported in the 1200 hours GMT observation of today.
