I dont know if this will help and I dont know if you want this for kids or for yourself...but I like crayola's website, they have alot of easy ideas for you and the kids. Its more kid themed than anything. I also dont know if your wanting to decorate inside or outside...
otherwise..I dont know what you have on hand at home...you can make ghosts out of tootsie roll pops, tissue, string and a marker.
You can make ghosts out of cheese cloth, styrofoam balls and hairspray/or use the starch they sell in the craft stores.
I like to put up lights around the house(inside and out) and candles everywhere with pieces of sheer cloth (black of course) draped over furniture etc or even temp window treatments (ive seen alot of sales recently for halloween stuff btw) Get some of the cobweb and spread that around the house, inside and out, its easy but you do have to work a little bit with it to thin it out to look realistic. Either way doesnt matter, it adds a halloween touch instantly and those bags are usually a couple dollars at most. A black light is another moodsetter. I go all out for halloween because its my favorite holiday. Dont forget to add pumpkins!! :) And you DONT have to carve them (that takes alot of work/time) they look good just sitting around.

Ghosties! Hanger, string, white trash bags, white paper. Poke a hole in the bottom of the trash bag and drape it over the hanger, poking the bent part through. Then take the paper and make a head (two copies), I made mine sort of bent tear-drop shaped. Tie the string to the bent part of the hanger and then tape the two sides of the head to cover the hanger top. Cut the bottom of the trash bag for a tatterd ghostly look. easy and fun for the kids. Hope I explained that well!

Hey, You should go as a 'sexy emo' because you can go over the top with the eye make-up using black andmaybe pink eyeshadow or an unusual eyeliner that will make green eyes stand out. You could wear your hair down maybe with a side parting. You can also do funky nail varnish :) hope this helps.

Get cheap black garbage bags and tape them to the walls. This creates a spooky black room. Then hang some of those cobwebs you get at any store for like $1.

Buy the stuff that looks like spider webbs. It's cheap and it comes in bulk. That way you can spread it all around and make your whole house spooky.
Use orange and black napkins and plates.
Use candles instead of electricity

Poundland have loads of halloween stuff in like eyeball fairy lights. (pack of 10) and some pumpkins and hang up witches.
and lots more.
What about typing in on google images "halloween" and print off a load of halloween pictures and stick them up and around.

hang a dark back ground of paper or cloth and hang cut out ghosts and bats and stuff. um...
you can afford spider webs they are so cool they come in different colors too, OK heres one you can take brown paper bags and stuff them with news paper, shape them round twist the top and tape it twisted shut with masking tape. paint your bag orange and the stem green make a bunch and then go get craft wire or anything you can string them together with and cover the wire with green florist tape or masking tape painted green. cut out leaves out of brown paper bags and paint them green makes such a cute garland. I did it with little bags and once with big ones. but you have to like crafts. once I painted my front door midnight blue (you can just cover it with paper) and cut out ghosts of all shapes and put funny expressions on their faces and put bats , I got lots of compliments on both of those. that was when my babies were little, when you said cute it threw me because now we are into scary and ugly, good luck and have fun. just experiment

all ya gotta do for a scarecrow is stuff sum old cloths with leaves....cheap and fast enough?......then carve a couple pumpkins with sum candles in em n your good to go
