Is it possible to cure tin whiskers in a blower resistor by cleaning the circuit board with alcohol and coatin

g it with clear drying varnish?

I know they used to have problems with that on cell phones because the circuitry is so small, but never heard of that being a problem on a larger circuit board like that.

May short the whole board as varnish can transmit electricity. Whisker's grow from the type of solder used (low lead).
