Iraq.
Prior to Sadam's removal, Boy Scouting was banned. It had been prevalent in the country prior to Sadam's rule, but was discontinued. When the US entered the country, many of the soldiers were former Scouts or current volunteer leaders and they assisted in resurrecting the Scouting movement in Iraq.
