No, because they put the package directly on the plane that you are supposed to be taking and you need to show them your international plane ticket before purchasing anything.

edit: Even if crossing a border by car, you need proof of identification for your country of origin in order to avoid paying the taxes. I said pretty much the same thing via e-mail. Sorry for the confusion.
