Parole is not the same thing as release. If you have served your entire sentence then you are released, the government is done with you (even if you're high risk). You have "done your time" as specified by the law. Parole, however, is early release based on the premise that you are capable of showing the state that you are "rehabilitated" and can contribute to society. That means that they keep an eye on you, make you conform to certain restrictions, and mandate meetings with a parole officer. If you are found in violation of your parole then you are sent back to prison to serve the remainder of your sentence. Now, the question arises: which is safer? Is it better to serve out your full sentence or serve three years where you could be killed and really don't gain much in the way of freedom? The three year "parole" that you talk about would pretty much be jail with people shooting at you. Prisoners aren't rocket scientists, but they're not gibbering retards either. They have a very well honed survival instinct. I think you'd have to compel them, and that makes for the worst soldiers ever. Even if they served honorably then what have we gained? They haven't proven they can be reinserted into civilian society, they've just proven that they can work within the confines of the military system (and there are a LOT of similarities between the military and prison. Trust me, I've worn the uniform). The whole purpose of foreign legions is that it allows foreigners a fast track to citizenship by proving their allegiance to the country. A compulsory tour by criminals in order to be released earlier is simply a bad idea. That's why we don't have one.

Sorry to be cynical, but you can't just assign random jobs to criminals and expect that they'll get done (..."the way you want" sort of goes without saying).
There's no compelling reason for them to work at it, and there's no particular reason to trust them in a position that requires integrity and responsibility.
Plus, for your particular example, it's a dangerous and harsh environment, and subjecting untrained people to it would very likely result in death for some or many. That would be completely untolerated.
Can you imagine the legal firestorm that would result from people who have no business over there getting killed while merely serving out a short jail sentence?

You have an inaccurate view of the French Foreign Legion, who they are, why they are, how they're used, whom they accept and the fact that all men in the Foreign Legion are volunteers, not conscripts.
I'd suggest you do a little simple research. It'll be fun and interesting.
As to your question, however, the military is not the place for the trash and dregs of society. To think so, no offense, says a great deal about your understanding of our military as well.

2nd - the foreign legion is not about criminals (any more) it's full of men that Want a second chance - a new beginning.

I have a better idea.
Take a page out of Fidel Castro's book.
He took all the nuts and fruits out of his prisons and water jetted them to Jimmy Carter.
I say we bomb Iran with criminals. Just fly them over there, give them used parachutes that are coming out of inventory anyway and push their butts out.
It will cost Iran a fortune in cash and confusion even if they are all going to be executed anyway. It will be amusing to see how Ahmadinejad deals with his sudden gay issues that he says he doesn't currently have.
As far as the Foreign Legion goes, we already have one. You don't have to be a citizen to serve in the US army but, if you want to serve in another country's military, you must give up your US citizenship.

Funny you say that! I guess great minds think alike. I say take all of this prisoners and let them loose in Iraq and Afghanistan and tell them if they find Osama they will be free to live there with a social security pension. It will cost us less taxes and I bet you Osama wouldn't have a prayer.
