I've come across quite a few scams regarding child modeling agencies (Elen's Kid's, Kidz.com). I interested in finding a reputable modeling agency for my toddler. Can anyone recommend a legitimate agency.

Legit agents take 10% of SAG contracts after they help you get work. They take more for print work, but you pay NOTHING up front. You do pay for your own photos and resumes but agents do not recommend a photographer otherwise it could be construed as a business arrangement where they are getting a kickback... For a toddler, submit a recent snapshot and a short letter stating that you're seeking representation and that's it.
