Is there a way to reinstall win xp without the cd and without
going thru the system restore?

No, there isn't. Go out to the Microsoft store and get a Windows XP Home Edition for US $100, and install Windows from it. It's as simple as that. Else you may turn your attention to the free Linux distributions like Ubuntu, they are awesome!

It is not possible to reload XP without the CD. What problem are you having? Doing a system restore will restore your PC to a day when all was working. If you do a system restore, do it in safe mode and use a system scheduled checkpoint.

Nope, you need the CD, UNLESS there is a "restore partition" on the hard drive (Ask PC manufacturer for guidance using it)
As long as you have the licnece, "borrow" a CD, using someones media to install on your own licence is legal. installing someone elses licnece on your PC is NOT !
