You're a very cute girl, you just don't have the look the casting directors are looking for. All that means is that if they're casting a daughter, you don't look like the parents they've already cast. Or if they're casting the girl next door, maybe you look too much like the family they already cast.
One thing about your headshot, you look like you have dark circles under your eyes. The lighting is not that great, but you're look is great in my opinion. You can try getting the photo touched up. If that doesn't work, get a different photographer because someone doesn't know what they're doing with the lighting... You also may want to try a little more mischevious look and a little happier look, try a couple different things and see what your agent thinksworks best. He or she should tell you what will get you called in more in your specific market, not us.

If you're concerned with your beauty, take a deep breath - having confidence in yourself is very important in the world of acting, and you can't let rejection influence that! As the above answerers have pointed out, your "look" does not equal your looks, which are perfectly lovely. To that end, your headshot does not promote you as it should be doing.
Definitely find a professional if you want a decent headshot. I don't know the credentials of whoever took your current shot, but, as observed earlier, they aren't pro, and it does show in the lighting and composition (although it's a very cute shot). A good photographer can give you a sitting where you have the opportunity to swap outfits, and do a variety of different moods and looks - find one who will provide you with a contact sheet and CD of your session (usually it's the best ~20 pictures). The CD is also a great money-saver, since you can then take it to the printers and get only what you need, instead of 500 copies of one pose (hooray for digital!). So, you have the CS for a quick rundown of your different looks, the CD so you can print individual headshots as you need them, and above all the professional quality you need. All you need to do is show your range of expression. I don't know about photographers in your area, but ask around. Agencies will have their favorites and can certainly recommend names for you. Just try to avoid your friend with their digital camera. It can be a good placeholder for a headshot, but if you're serious about getting your face out there, invest in a proper session with a pro photographer. Usually photographers working out of their own homes are your best bet; studio sessions can get pretty expensive. But again, you'll probably find high quality that won't break your bank if you do some snooping.
Other tips: Wear something that won't droop off your shoulder and create distraction. You might also have your makeup done for a shoot, not high glamour makeup, but corrective makeup that highlights your facial features. The combo of some corrective makeup and higher quality photography will make your features pop out much more, which is the point of a headshot: your head! So, in all, you have a fine look - I think getting into a photographer proper is what you need most. Casting directors will recognize the quality of the headshot on top of considering your looks; sometimes the professionalism will help them take another look. That might not make or break a casting call, true, but every little bit helps. Best of luck - and smile!

Do you have an agent? Who is it? What acting jobs have you been turned down for? Let's see what light the answers to these questions bring to the problem.. I definitely see potential and like the other answerers, I am troubled by the cicles under your eyes and your clothes. So do what they say, take a new photo and make sure we can see the special you in it as it shows your energy and spirit.
