Usually a lopped eared rabbits ears drop by the time they are about 8 weeks, and often soon. The issue is an area of the head called the crown. Its the area on top of the head between the ears. Typically in a lop eared bunny the crown is rather wide. Based on your comments, your rabbits crown is currently too narrow. Hopefully as your rabbit matures, his head will mature and your crown will widen. That doesn't always happen though.
Some lop eared rabbits will keep minor control over their ears. When they are nervous or frightened they may still on occasion perk up their ears.

Normally by that age they should already be dropped. Ear carriage is determined by the rabbit's genetics. That is why rabbit breeders that raise rabbits who's ears are not supposed to lop get rid of rabbits with a "lazy" ear or with ears that have "bell tips", meaning the tips bent over. However bell tips are normally tolerated somewhat in the summer, especially on rabbits with longer ears because the heat can cause the tips to bend over slightly in the summer, especially on younger rabbits.
You may have a rabbit that could be a cross between a lop and a rabbit with normal ears. Normally rabbits have the lop ears basically from the time they are little babies hopping out of the nestbox if they are a lop eared rabbit.

Yes that's fine. The ears can lop at anything from 3 - 16 weeks. Occasionally you will get one that never lops but it doesn't happen very often.

some lop rabbits ears dont fully drop and end up with helicopter ears.
but hey he'll still be adorable no doubt :)

When i first got my rabbit only one of hers ears drooped then after about 2-3 weeeks she started holding it back up again. pretty weird.But it doesnt seem like anthing to worry about

It will happen as the rabbit gets older and more mature, His ears will weigh more and they will droop.
