Just the other day the city came by and put on a black coating on the road infront of my house. I had to go somewhere that evening. While driving on the semi-fresh coating, I could hear lots of small gravel fly up and hit the undercarriage/sides/step boards of my car. It's a couple days later and black gravel is coated on, like I had just gone mudding - albeit not quite as bad.

How do I safely get this stuff off without hurting the paint?

Diesel fuel is the best I have ever used to remove tar and it will not hurt the car's finish. Just get some diesel fuel and a thick rag like an old tee shirt or something like that and just smear some fuel on the tar and let it soak for a few minutes and it will almost just wipe off.
Kerosene works also but is a little more expensive than diesel fuel. Some more alternatives are, mineral spirits, paint thinner, acetone, lacquer thinner, MEK. Some of those are extremely flammable and more hazardous to your health. The last 3 evaporate very rapidly so are harder to use.

First of all I would not scrap with a razor blade or anything else as this will take the protective coating off. Just go to the nearest hardware store and ask for a bottle of bug and tar remover and follow the directions.

its a tar and gravel mix. probably the best way to do it is to soften up the tar. on a sunny, warm day, get a hair blowdrier, and use that to heat up a small section of the mess. once its heated up, work with paper towels, rags, wd40, googone and windex. this will take hours to complete but it will have probably one of the best results that you can get. once the sun goes down, wax the car, especially the spots that you worked on. make sure that you wash and wax the car, giving that spot special attention at least once a week for the next month.

Just wipe piss on your car, the enzymes in urine will break down the complex chemical compound in blood into simpler elements rather quickly, not to mention preventing any debris that is likely to stick onto your car Wipe urine over the entire surface of your car (insides too if you want) at least twice a week and it will give it the new car look all the time!

Single edge razor, carefully scrape, then remove the residue with WD40, or turpentine. Compound and wax might be necessary. Tar is very hard to get off.
