This is done to discourage customer service, the rational being that when customers hear the foreign voice they'll just hang up.

Because they speak English (well, if you can understand their accent) and their salary is MUCH less than ours.
Our high wages are driving jobs overseas day after day. We shot ourselves in the foot on this one.
