Historical statistics of transport in the UK can be found in the Statistical abstract for the United Kingdom Historical Statistics Collection 42 (HA155), produced by the Board of Trade from 1846 until 1937, when it was superseded by the Annual abstract of statistics. This publication contains basic data on the operations of the railways and tramways, covering miles of track, passenger numbers, accidents etc., and statistics of shipping and navigation. As it comes closer to the present, data on roads, road transport and civil aviation is added. British historical statistics Current Statistics Collection 42 (HA155), edited by B. R. Mitchell and published by Cambridge University Press in 1988, is a very useful compendium with a chapter on transport and communications covering a wide variety of topics from the earliest available statistics (1572 in the case of English shipping tonnage) up to 1980 in most cases. The introduction to the chapter summarises the historical background to the collection of transport statistics in the UK, and gives details of valuable non-official sources. More detailed information will be found in the Reviews of United Kingdom statistical sources REF COLL ZHA1137 M45, published by Pergamon Press for the Royal Statistical Society and the Social Science Research Council, vol. 7: Road passenger and road goods transport, vol. 10: Ports, inland waterways and civil aviation, and vol. 14: Rail and sea transport. These reviews are particularly useful for their listing of specialised non-official sources of data in areas such as shipping and railway operations, some of which will be found in the Main Collection at the Library, e.g. Lloyds register of shipping MAIN COLLECTION HE561, and articles in the Journal of transport economics and policy MAIN COLLECTION HE1.
Railways
Historical statistics for the railways in the UK will also be found in the annual Railway returns published from 1840-1913 by the Board of Trade, then from 1919-1938 by the Ministry of Transport, superseded by the Summary table of statistical returns of railways in Great Britain from 1938-1947. Reports from 1919 onwards are shelved at Government Publications Collection 42 (R248) in the main UK official publications sequence, but earlier ones will be found in the bound volumes of parliamentary papers in the Lower Ground floor. From 1920 to 1939 the Ministry of Transport also published the monthly bulletin Railway statistics Government Publications Collection 42 (R284), tabulating traffic and operating statistics. An additional source is the quarterly British railway [later rail] statistics 1962-1972 Government Publications Collection 42 (526) published by the British Railways Board.
I've looked on line, but can't find speedily the returns referred to - you will probably have to go to a library.
