You think you have it bad, I drafted Bulger, Leinart and Losman. I now have bulger on IR, Griese and Jason Campbell. I'm still 5-0 in my league though.
I'd go with Harrington. Yeah, he had a bad week. But at least he's the starter. Culpepper is still 2nd string behind McCown.

Dante Culpepper. He is over his knee injury and back to playing well. Harrington has his moments, but has never been to a Pro Bowl.

I would go with Culpepper. But since this is just your back up than what is really important is to determine what defense either QB will be facing during your Starting QBs bye week and base your decision on that. Who is facing a worse pass defense? You may also just want to wait until you absolutely need a qb and use the available space for a sleeper rb or wr. there should be a qb of equal ability to either of these at your time of need.

Harrington has not had consistency at all since becoming pro, he is 'yet' unproven as an NFL quarterback. I think he'll have a hard time finding a job as QB in the NFL next year.
Duante is probably your best bet, he still has the arm and touch, I question his decision making skills or really the ability to think fast. He isn't mobile anymore. Russell isn't ready yet in OAK, but probably could be if pushed into the position due to injury to Duante.

Culpper is an idiot, he'll start crying about something pretty soon, I'd go with Harrington.
