i have Adobe Photoshop 7.0. Is it possible to make an animated .gif with this program, and if so how?

You can't make animation in PS 7, only the later version such as CS3 could. However, people used to make the animation's layers in PS 7 then create the move by switching to Adobe ImageReady.
