Hale's a man.

Whitsun = White Sun, a British holiday (Pentecost in America).

A thriller, crime story: in just a few words, you guess Hale will be murdered, his manner and looks pointing out his nervousness, as if knowing something that will certainly get him killed.

Hale is a man. It's his last name most likely.
Whitsun is short for Whitsunday, in the US usually called Pentecost, the Christian celebration of the descent of the Holy Spirit on Christ's disciples 7 weeks after Easter, in early Summer. Therefore a "Whitsun wind" would be a warm wind, as the "holiday crowd" is coming to Brighton, a sea resort town in England.
It sounds to me like a "Mystery" genre. The paragraph suggests that Hale is trying to hide among the "holiday crowd" but he doesn't look like a tourist, and he is worried. This paragraph sets us up for the idea that Hale may be murdered.
