Well for the people who have answered yes you are completely wrong, millions of Americans don't file income tax returns and are doing nothing wrong.

Yes, there is a law. It is USC Title 26. It is the codification of the Internal Revenue Code which was passed by Congress and signed into law by a President.
http://www.law.cornell.edu/uscode/html/uscode26/usc_sup_01_26.html

The 16th amendment was properly ratified, no matter what some people claim. At this point, it doesn't matter anyway, because it is now a part of the Constitution and the only way to remove it is to have another amendment.

Freedom to Fascism is completely wrong. First, many quotes in the film are taken out of context. For example, the Clinton quote was taken from a speech he gave concerning GUN CONTROL. It had nothing to do with income taxes. Second, many people in the film who supposedly don't pay taxes or haven't filed returns ended up paying significantly more taxes and penalties in the end. Vernice Kuglin, beat criminal charges, but ended up paying the IRS $520,000 in taxes and penalties. Sherry Peel Jackson, the last I heard, was desperately trying to keep herself out of jail. Irwin Schiff, he's in prison now. Larken Rose, served a prison term and is waiting for his wife to finish hers.

BTW, your first little addition to your questions, "millions of people are not filing returns and are doing nothing wrong" is typical tax protestor erroneous logic. If someone commits a murder and doesn't get caught, does that mean they did nothing wrong? NO! In the U.S., the government relies on the honesty of businesses who collect taxes from employee paychecks and the taxpayers to file returns. If businesses don't pay the amounts collected to the government, they are breaking the law. The business, if caught will face severe penalties. Taxpayers, by law are required to file returns to state how much they made and how much taxes were withheld from their paychecks. They either pay an additional amount or get a refund if they paid too much. This is all required by law as part of Title 26.

Most tax protestor arguments are refuted at http://evans-legal.com/dan/tpfaq.html

I don't know if you are an American, but if you are I suggest you try to not pay your income taxes and see what happens. Your numbers are a joke, the premise has actually gone to court and the guy who started the whole "don't pay your income taxes movement" is currently in jail for what? That's right... tax evasion.

They call tax laws laws because they are laws.

If your representatives in congress make a law, guess what, you have to obey it if it applies to you.

Anyone who tells you that there is no such thing as a tax 'law' is just full of crap.

The income tax system is voluntary. That's because people are free to arrange their financial affairs in such a way to take advantage of any tax benefits. Voluntary does not mean that the tax laws don't apply to you. Voluntary means you can choose to pay less taxes by managing your finances in a way to minimize your taxes.

The U.S. Constitution, Article I, Section 8, Clause 1 gives the Congress "power to lay and collect taxes, duties, imposts and excises, to pay the debts and provide for the common defense and general welfare of the United States..."

Congress did that by enacting laws which are in Title 26 of the United States Code, known as the Internal Revenue Code.

The answer to your question is therefore "no."

it is called a de facto law it exists but not officially. these type taxes are based on color of law, it seems legal, seems to be legit but are not.

even the irs code book says it is voluntary yet if you dont pay they take your house, charge you penalities, interest, and put you in jail. I guess voluntary is a doublespeak.
