I want someone to write a business plan for me. I have all the research needed and all the material ready. I just do not have time to write it. The plan will be 30 pages long and I need it in 2 weeks. The writer also needs to create a spreadsheet for the company's valuation. I have all the inputs needed.
How much should I expect to pay the writer?

That's a really strange situation... If you don't have the time to write the business plan now, when you don't yet have the business, how do you expect to have time to run your business when it's operational?

A business plan is a roadmap that you create for yourself and your business. Outsourcing the writing of it is usually a mistake; writing the business plan forces you to consider the aspects of your idea that you otherwise wouldn't.

This sounds more like a presentation of a business plan than an actual plan. What type of model are you using for this plan? With regard to the valuation, you do know it has to be an accepted model. I assume you are doing this to fund a new business or next stage?
With regard to hiring rates, even a small CPA firm is not going to hire out a newbie for less than $75 per hour and you will need to guarantee them a minimum number of hours of work. If you want them to qualify the report in any manner they will charge you more and challenge every assumption you render.
There are business advisors/consultants, who do this for a living. They are not cheap, but they produce an excellent product, which is based on zero basing concept. They are not number crunchers and may not take you on as a client if your concept is unrealistic, lacks factual or logical basis or just is financially worthwhile.
Lastly, You can get a 3rd or 4th year accounting major, pay $25 per and get what you need. Some caveats: Be very careful when you give instructions, you must layout formats and formulas. Most important, check the end product.

$20-$35/hr for CPAs depending on their experience.

Have them quote the job for you complete for the job instead of the hourly rate. But these rates should give you a rough idea at what to expect when you shop it around.
