You sound really ignorant right now:
I'm light skin African-American does that make me not black because I have light skin.
UM, I'm half black and HALF WHITE and I still realize that even though I look mixed in between, my black features dominate.
So I guess if an Italian-American has tanner skin than the average white person, then they should consider themselves black.
Stop being so damn ignorant.

I can only imagine what you heard was someone who differentiates between "black" and "African American", so that "black" refers specifically to the descendents of African slaves in America, while "African American" refers to any American of African ancestry. Thats why some people say Barack Obama isnt black, because his dad was from Kenya and his ancestors were never enslaved.
The reason Ethiopians wouldnt be black is because Ethiopia has been a Christian country since ancient times, and because of this was largely spared the indignities of colonization and enslavement by Europeans who used other Africans' non-Christian religious status as justification to "civilize" them and treat them as lower status.

Black is an North American cultural term to describe the descendants of Africans brought here in the slave trade. We're like the only culture that says Black. Even overseas they say "colored" which we obviously take offense to. Either way, Black is an American thing, If you were born and raised and still dwelled in Ethiopia and someone called you black, you would say I'm not Black, I'm Ethiopian! They don't know Black the way we do. They know Nationalities. We have a very broad array of different cultures in our Nation so being described as an American doesn't really help someone know much about you as it would if you were described as Ethiopian...Culture, Foods, Look....Etc.

The term 'black' originally referred to people's skin color but at least in the US, it's more of an ethnic connotation. There are many, many non-African American very dark skinned people in the US but nobody would classify them as black and very light skinned African Americans are considered black. I think that anyone over 1/4th or higher, people would both personally and externally think of themselves as African American.
Back to your question, although there are many Europeans in Africa, I'm sure native Ethiopians with dark skin would almost certainly be classified as 'black'.

What exactly is black for that matter what is white? Black/white are huge categories that can encompass a lot of many different races. Ethiopians are Africans so in American standard they would be considered "black." Secondly, black people come in many different variety and varies from person to person.
