you can put it in the dryer on AIR ONLY....NOT HEAT...put a tennis ball in with it and it should fluff it up. I do this with my down pillows and it gets them nice a fluffy.

If you have washed the vest recently, it's probably not dry. Put in dryer on air dry and toss in a couple of tennis balls and a large clean towel. That should do the trick for you. (The balls fluff and the towel absorbs the moisture.)

Air.
Shake the vest over and over, massage the vest materials to break up the clumps, and shake again until it fills up with air again. The more air you put in the vest and between the feathers, the fuller and fluffier the vest will be.

I've put it in the dryer with a shoe. The air and the shoe flopping around seems to fluff it up pretty good.

If you put it in the dryer with a tennis ball, it will help quite a bit.
Don't use heat just use the cool/fluff setting.
