my mother is supposed to keep her net worth up (not spend any money) so that if my dad has to go into a...?

nursing home, she'll be set as far as the new laws go for medicare. Can she sell things on ebay and keep the money in a seperate account, not spending any of it- or will that effect the plan to not spend money?

As long as the money is in her name, it is part of her net worth. Opening a new account does NOT effect that.
