i know there are marital liens, contractor's liens, but say if someone damages something of yours and refuses to pay or compensate for it can you put a lien on their property?

A person would have to go through a court to place a lien. Every Tom, **** & Harry can't go out to the courthouse and say they want to place a lien on someone's property. They would have to file papers and then you would be notified to respond. Depending on your response, you might have to appear before a magistrate or judge.

No. You can take them to small claims court and sue them. The judge can order their wages be garnished until the settlement is paid off.

The only other way to put a lien on someone's property is a tax lien, if they have been delinquent in paying their property taxes.

That would have to be a personal judgement lien. Not a property lien.

rented my house and the tenant did not pay the water bill the city told me to pay it or a lien would be placed on the property.

They can do what is called a lis pendence which originates from a potential claim based on a lawsuit.
