Right-click the desktop, Arrange Icons By, Show Desktop Icons
The icons on the desktop are usually shorcuts to run programs. You can also right-click on a specific program and choose send to - desktop and then choose create shortcut.

If you deleted or uninstalled software, then the icons will be deleted as well.
If you accidentally selected and deleted them, then they are probably in your "trash" or "recycle" bin, and can be restored from there.
If you accidentally selected and moved them to a different folder, then just find that folder, re-select them, then move them back.
If you did anything else, you'll have to give more details.
P.S. In regard to the above answer, that will work only if the icons are already there (in other words, they exist, but are "hidden").
