When it suits their interests, yes.
I like to say that on a good day, we get maybe 30% of what we need to know. The government does a much better job of hiding information than giving it out; truthful or not.

Which government are you talking about? U.S.? A particular state? Some other country?
Okay, now that I've looked at your link, I can see that you're in the U.S.
But I do not answer questions trying to attribute truthfulness or lack thereof to an entity made of so many different people. Is the President truthful? Are the 535 members of Congress truthful? Are the 9 members of the Supreme Court truthful? It is hopeless to talk about all of these people as if they are a congealed mass.

Sometimes. There are always security issues, where withholding information is essential to our security.
Example, airport security. A report of possible terrorism might trigger a panic or unnecessary stepped up security in an airport., or allow a potential terrorist to change his appearance, such as by changing clothes, hairstyle or shaving.
And then, there are politicians. They'll say almost anything to make themselves look good and make someone else look bad.
Do you believe everything your friends tell you 100% of the time? You get the idea.

I guess that would depend on a person's definition of what truth is. Under my definition of truth, the government fails miserably. I don't believe a word that comes out of any government official's mouth. It's kind of like the story of the boy who cried wolf. Terror this, terror that. Terrorist this, terrorist that. Terror, terror, terror. Blah, Blah, Blah.... Oh, one more thing. I don't believe the whole official 911 thing either. Imagine that. I think if you believe the entire official story behind 911, then you either have to be retarded or incredibly stupid and uneducated.
