At the start of the movie, definitely! But I've come to accept this as a proven method of settling down the audience. I've noticed when people are lost in their group and talking loudly at the start of a film, typically 3 or more people, that they stop talking when over powered by the sound track. Without it, they can go on a long time talking, ignoring the start of the film.
The other time the sound is too loud is during depictions of violence, often combined with very bright flashes of light. This seems designed to penetrate to the brain stem, which is involved in powerful emotions. I don't like this manipulation at all. Maybe some day these cheap tricks will be exposed and discouraged.
