If it has blown another there must be a short. Do not put anything higher than a 5 amp fuse in the panel lights. 5 amps at 12 volt equals 60 watts. There is no way you are going to have anywhere near 60 watts of bulb power on you dash panel.
Have you done anything to the car such as fitting a radio or stereo. If you have then this is the first place to look.
Is the cigarette lighter holder tight (make sure it is not moving around).
Generally look around for problems the dash lights sometimes controls things like glove box light, gear select light.
This could be difficult to find.
Best of luck.

Check the fuse again. If it's blown, either there's a short somewhere that's overloading that fuse, or the one you put in was too small for the job.

DON'T PUT IN A BIGGER FUSE THAN WHAT THE OWNER'S MANUAL CALLS FOR.

The fuse is there to be the weakest link in the system. If there's an overload, it's designed to fail before another piece of wire gets too hot and overloads. If that happens, it could start a fire. And that would seriously ruin your day.
