A small rabbit is more active then a larger rabbit, so they need more room & a bigger cage.
Heres a list of rabbits 5 pounds and less:
Polish rabbit weighs 2 1/2 pounds.
Dwarf Hotots weigh 3 pounds.
Britannia Petite- 2 1/2 pounds
Netherland Dwarf - 2 pounds
Mini Rex- 4 pounds
Mini Satin-4 pounds

I believe the smallest breed would be a Dwarf or "Netherland Dwarf Rabbit." My cousin used to breed them, they're great rabbits!

Dwarf netherland. I had one for 7 years. He weighed 3 lbs fully grown and loved to snuggle and give kisses. I kept him in my house in a rabbit cage instead of outside in a hutch. The more time you put into them - the more they will trust you and want to be with you.

Netherland Dwarf - about the same size as a rat, with small ears and big eyes. Nervous temperament (in my experience - I've had 5 of them) and very skittish - trip over them all the time lol.
