It is 8 or 9 years old. Is it time to be replaced?

A leaky water heater means replacement is in order. While most water heaters will get 10-12 yrs, 8-9 may be about right depending on use and maint.
Shop around now for a new one and hire someone to put it in. Most of the large (and I imagine samller also) plumbing company's will have a markup on water heaters. Also call a few plumbers for a quote - unless you have a special situation w/location or access they should give you a standard rate to install (NOT HOURLY!). If they're reall customer focused they may even pick up the heater you purchased for you. Good luck, and don't wait!

If your water heater is dripping water from the bottom, you'd better have another one right next to it and, about a day off to replace it, the old one.

most likely yes. how old is it? if you cannot see any causes for the leak on the upper part, i.e. pressure valve, solder joints on top, get it chainged before the bottom rusts out completely and causes a real mess.
