The copyright law provides that the creator of the work--i.e., the person who wrote the post or the letter--owns the copyright. This right attaches the moment the work is created 17 USC 102. The blog creaor has a license to display the derivative work, i.e., the blog or forum, but has no copyright in the contributed work. 17 USC 103.
These rules apply in virtually every country on earth thanks to the Berne Convention.

In no way shape or form. While the actual owner of the forum could have easily included a clause which allows the publication of such posts, a mere forum administrator would have no right to such a thing, even if such a clause was included. Now a forum could claim a right to a collective set of posts, but not a right to the individual posts. See you have no right to the posts made by people other than you. So copying everything is a violation, copying your own thoughts isn't.

The owner of the forum or blog. It is the same as an e-mail or letter sent through the post. Once you send it, it becomes the property of the receiver.
At least in the U.S. this is well settled law.

Internet has grown beyond any country laws.At present material posted in internet are not subject to IPR unless it is mentioned that the material is subject to copyright act/rules.

In UK law it's the author, i.e. the person who writes the answer (so long as the person who wrote the answer hasn't stolen it from somewhere else...).
