If you mean a person, then Justin Gatlin was banned from sports for 8 years. A few others are: Stambolova, and Veneva from Bulgaria, Gibilisco, Zoubaa, Dehiba, Collins, Sepeng, Ohuruogu, there are many from around the world.
If you mean a sport the biggest number of cheaters is in weight lifting, followed closely by wrestling, and swimming.
