Yes.
For an LCD the brightness controls the backlight intensity. Less power though the backlight means less power consumption. Contrast will have no effect on power consumption.
For a CRT both the brightness and contrast controls will reduce the beam current, which means less power consumption.
If power consumption is important to you, then LCDs take less power than a CRT, - 50% or even less. Using power management to put the monitor to sleep while it is not being used will save >90% of the power consumption.

No but it will help the monitor last longer by not working so hard, believe it or not the brighter the picture the harder it is on the tube.

Definitly NO...Reducin de brightness wil increase de quality of de picture & its good for ur eyes but it doesn reduce de power consumption...
Any color is generatd in monitors is by mixin de 3 basic colors RED,GREEN,BLUE(RGB)(U can see dese colors by watchin ur TV set wit ur nose touch on de screen, u cant see it in ur monitor).Mixin dese 3 colors in difrent percentages produce diferent kind of colors.For example absense of all dese 3 produce BLACK & Equal mixin of dese 3 colors produce white...
de images r formd in screen by scanin de screen in horizontaly mor den 256 lines per sec...Its like draw 256 horizontal lins in de monitor...So if u see a stil image in de screen actualy its not stil evry second its been rubed & drawed again but human eyes cant detect it but u can see dis if u take a photo in ur mobile(high pixel camera) or wit normal camera...
And power consumption depends on dese scanning lines(Der r som othr high quality monitr dat can scan 556 lines per second it may tak mor power den 256lins/sec monitors)...
so
Powr consumption to produce complete black screen is equal to powr consumption to produce complete white screen...So its not possible 2 reduce de powr consumption by reducin de brightness...
So de only way to reduce de powr consumption is just turn off ur monitor...
