The best Halloween costume and the cheapest to say the least is to be a hobo or a homeless.
Wear dirty, ragged, and tattered clothings. Make yourself dirty. Put some dirt in your face as well as your body (preferably colored black). Make your hair look as if you just had a bad hair day. Finally, come to the party barefoot.

One year I was a half-man half-woman, split down the middle. It was a huge hit. I bought men's slacks and a suit coat and shirt from a second hand shop, and cut everything lengthwise right down the middle. I did the same with a woman's dress, and sewed the two parts together. I put half of my long hair up on one side, and bobby-pinned over it half of a men's fedora hat (cheap plastic one I bought at a Halloween shop). Then do your face half with woman's makeup and glue on half a mustache and/or beard on the men's side... make your eyebrow all thick and bushy on that side too, like a guy's.

Short hair is too mainstream, I love lOng hair on guys more, it looks sexy: a few short hair can look nice yet it looks really common
