I have windows XP profissional and the IT who setup the windows Made the Proprities Button in the local area connection status Disabled and that make me cant install any protocol or even change my IP , what is the way to restore this connection again.

Your IT guy has disabled your administrative privledges. In order to get them back you need the IT guy to give your username Admin rights.

If your lan connection is disabled go to "Network places > View network connections". Right click Local Area Network and choose enable.
