like how do you know when someone is a decent guitar player? Or if he is bad?

what if they only know how to play through 4-5 songs only? and only using open chords.... and some bar chords?

Think it depends on your definition of "decent"

Able to play just open chords and strum I'd still call them a beginner. I'd say a decent guitar player knows all his open chords and can pick up basic songs quickly.

He would also knows multiple songs that are more than strumming open chords and has a basic understanding of music theory (all the notes, tone/semi-tone, keys of songs, chord construction from scales, etc.). He at least one scale down the entire neck memorized and can do some phrasing but probably isn't great at it. He knows enough where he could sit down and write a song if he wanted to.

A "decent" guitar player is a person who has learned or has an ear for many chord progression and the ability to play them in any given key. The "decent" guitarist must also have learned when not to play and will contol the volume.

A decent guitar player is somebody who isn't using gimmicks or special effects as an attempt to cover up a lack of ability.
