I know that most replies would say to buy a new cartridge which cost as much as a printer. Is there something to attempt to give a second life to a dry cartridge?

Don't buy a new cartridge. Take the inkjet out of the machine. Run it under hot water (the metal strip), shake it (over garbage or sink), then pat it dry. put it back in machine, and print a test page or two. This will get your inkjet flowing again.

The only time I have ever had success reviving old ink is by using ink thinner. Being that as it may, there is no real way to come up with the right ratio, and I fear your ink cartridges are dead if the ink is all dried up. Any type of intervention will most likely leave you with a big mess.

Generally, Black is Pigment Based, Colour is Dye Based. Pigment Based can be 'softened' with a weak solution of ammonia, Dye based with moisture. Takes time!!!
For Colour, get a couple of old biro's, in a sealable plastic box, put water in to 'not quite ' cover the biro's, lay your cart on the biro's, seal box, put in a warm place, let it sweat it out for maybe a week.
For Black, substitute the water with weak ammonia.
Obviously, you are looking for a cheap solution to printing... try a search for "Continuous Ink Supply Systems"..... you may find it economical to bin your current printer!!!!!
