Depends on what you want to do, your age (and therefore your interests), whether you are traveling alone or as a group, and how long you are staying.
Of course, it is best that you stay for a couple of days in Metro Manila. That way, you can get better feedback, specific recommendations, and advise from people in the hotel or hostel you will be staying in.

Cebu, you will love it, Especially if you are a diver. Heaven under the water there, and really well priced.Boracay is the best kept secret of the P.I. Look it up on the net and just the pics of its beaches will make you want to go.Do not go south of Cebu as Abu-Sayaf are the scum of the earth and operate around Mindanao. Manila is great if you like crowds and shopping only.Angeles City is nothing more than the Philippines Biggest Whorehouse so if you are a western female, there is nothin there for you.HUBBY WOULD LOVE IT THO!

Visit chocolate hills for a day or two. It's not far from Tagbilaran City. There is also a hotel in the area where you can spend the whole night watching the sky like you are on the top of the world.
Boholanos are the best when it comes to hospitality. Their culture is quite interesting, slow yet progressive. They are always smilling, even in the midst of difficulties.

Allot depends on the time of year. If your talking btn now and Mid November it's rainy season. My favorite place now is in Bacolod at www.palmas-del-mar resort. It's near the golden field which has a casino and plenty of nightlife.
It also depends on what you like to do. Check out www,wowphilippines.com for a listing of places to visit and what are the "best" areas to visit when.

actually there are a lot of lovely places to spend ur vacation in the philippines.. it depends on ur kind of interest.. what in particular do u like??? after deciding go to the nearest travel agency and get some brochures of famous spots and places...

If you are a nature lover, the best place is in Ifugao with a splendor of Banaue Rice Terraces! But if you want to go on swimming, go to Laguna with lots of resorts to choose.

if you're into water sports go to caramoan, or siargao
if you want to learn water sports or practice surfing go to zambales. I recommend blue crystal resort.
