So far nobody. And I would think that nobody will for another decade, maybe two. But there will be a time when creating completely artificial organisms will be a routine lab task, just like DNA sequencing is today.

neogenesis - meaning new begenning of life

I believe scientists have created the 'Building Blocks' for life in the labratory setting, but no scientist has synthesized life without using pre-existing genetic material.
theres a link below about scientists who are trying to do what you describe, and it sounds like their getting close.
