To find the owner of a domain you can use whois (there's a few of them, here's a couple)
http://www.domaintools.com/
http://www.internic.net/whois.html
note: some domains are registered privately, to where only the hosting service shows up for the owner, in those cases you need to contact the owner through the hosting company.

most times for good web sites- go to the index page of the site (the main page)- on your bar up there where it says file, edit, view... click view then go down the list to where it says show source. If the webmaster has done their job then it should have one of the following listed... publisher, site builder, web master, author.. Some sites will even have snail mail and or contact phone numbers listed there as well

Sometimes you can't but like the previous guy said, goto whois.net or something. Such a lookup is called "a whois".
If they may have paid extra for privacy, like choosing not to list your name in the phone book.
If you are going to lookup domains to buy, use a trusted site like godaddy.com
I think whois.net is crooked, and checks for unregistered domaisn people search for to register for themselves to eventually sell.

http://www.codeflux.com/tools
type the site name, for example, yahoo.com, then select whois from the drop down list.
