I am wondering if this is happening because I have to much mucus in my sinus's or because i'm doing it wrong?

Try tilting your head more to the side, so its almost 90 degrees from straight up. That should force the water out the other nostril instead of down into the throat

i dont know what a neti pot is but i can tell you that your throat starts at the back of your nose

You are doing it wrong if it goes down your thoat. Read the directions again and practice more.
