I would imagine it is likening a place's grand opening to opening a gift. They probably go with a ribbon because a building would be very difficult to wrap. lol

Blue ribbon ceremonies get the publicity that a political hack craves. A chance to cut the ribbon to show how much they care. It is a big load of something I rather not say. Instead of wasting the taxpayers money on new government projects, they could spend the money on repairing or fortifying DAMS, BRIDGES, and the like and head off disastrous consequences.
