Its an example of parallelism with a dependent clause glued to a independent clause with a conjuction. Or in other words, so what? The meaning is always more important than the structure. Thats what the English language is all about, communication of thought, not getting stuck on technicalities.

By the way, I agree. Isn't that more important?

its a statement....the writter is stating a belief....
