i'm uncertain the place you purchased the concept that 'they're meant to replace carpets each 4 years'. that's only no longer authentic. Carpets are to get replaced while they're no longer serviceable, via placed on and/or stains and puppy injuries. you do not have the incredible to replace the carpets on your individual, without landlord permission. You should talk to a lawyer as a group. If it's section 8, you shouldn't have to pay. Actually, you can probably talk to a local nonprofit organization and they should have access to pro-bono lawyers who can help for free.

unfortunately, it is a scare tactic; "creative owners" and managers always try to pull this [stuff].

ignore their demand. Managers, who KNOW better, will never charge their tenants for updates.
