As far as I know, there isn't any name for it:

Raising your eyebrows in moderate succession, usually with a smile. It is supposed to be slyly suggestive, or usually sexually suggestive.

Hmm... if I had to make up a term, I think it would be "browbob" (since "bob" means to move up and down quickly and repeatedly):

Sam was caught browbobbing at Dave's wife.

The scientific term for this, of course, would be "superciliundulate" -- a combination of "supercilium" (the eyebrow or region of the eyebrows) and "undulate" (a regular rising and falling movement).

That's a really good question. I just spent like 10 minutes on Google searching for the answer.

Raising the eyebrow once is called an "eyebrow flash."

I suppose this is just "eyebrow flashes."

From my day that would have been referred to as "the come-on". It was a signal for "come on over if you are interested"
