Maburaho, Slayers, Mamoru-kun ni Megami no Shukufuku wo!, Scrapped Princess, Tsubasa Chronicles to an extent, Fate/Stay Night, and that's all I got for the moment.
All have mages, magicians, witches or wizards central to the plot, and all have some romance and comedy to varying degrees.

sorry the only one i could think of was somedays dreamers but you have already seen that maybe you can try rune soldier Louie , Ruin explorers, sorcerer stabber orphen. I'm not sure about these titles but they are supposed to be good
For other magical fantasy titles look here for a synopsis and review http://www.animenewsnetwork.com/feature/2001-11-28
